ExplainAs a mother and a survivor I find it apalling that we, the public, do not have access to viewing all registered sex offenders on the internet. Only Tier 3 and some Tier 2 are visible on njsp sex offenders registry, in the state of NJ. As a mother, I want the choice to protect my children from all sex offenders, not just the ones that our law enforcement feel are at the highest risk to re-offend. The tiering process is determined upon a RRAS (Registrant Risk Assessment Scale) score that is done by the prosecuters offices. It is a 13 part scale that assists the prosecuter in assigning the sex offender a number, based on that number, he is tiered. For more information on the RRAS ( www.state.nj.us/lps/dcj/megan1.pdf ) Then if a sex offender is tiered a 2 that will be registered on the online registry or a 3, they have the right to appeal. So, there are no definites that we will even be aware of high risk offenders.
It is time that NJ enforces stricter guidelines to all sex offenders, give us the choice to protect our children and loved ones. NJ is where Megan Kanka lived and died from the hands of a sex offender, why aren't our laws regarding these criminals the tightest?
