For years, we in Placitas, New Mexico have enjoyed sharing our community with bands of wild horses. In the last few years, drought conditions and increasing numbers of horses have created the need for some form of population control, as there are more horses now than the local environment can sustainably support. These Placitas, New Mexico horses need to be administered PZP birth control, but the New Mexico Livestock Board and the State Veterinarian are blocking this procedure due to legalities that state an owner must give permission for these free roaming horses to receive PZP. The NM Livestock Board also states that there is no owner of record. The Placitas community has willing and trained volunteers able to do this job. Volunteers are also willing to reduce the herd's number and find placement outside of Placitas proper for a significant number of these horses. These horses are thirsty and thin due to the drought and a band is dangerously grazing along Hwy 165. Actions need to be taken before a human is killed by a horse being hit on the highway by a car. We ask that a waiver be created for the Placitas Horse Herd that enables birth control to be legally administered to the Placitas free-roaming horses. The ability to administer birth control is only one of the steps that need to be taken, but it is a necessary and immediate need.
