Change the animal control policy to be more compliant with state law.

The Issue

On Feb 28th, 2013, an individual and her young children came across a thin lost dog on the side of the road. Along with the lost pet was a dog that had been hit by a car. While she was attempting to help the live dog a sheriffs deputy came upon the scene. After he examined the injured dog, he determined that the animal was not going to live. After making that choice the officer then drew his weapon and fired one shot into the animals head killing it, in front of the woman. After the dog was dead, the officer then advised the woman that she could do what she wanted with the live dog. He then got in his car and left the scene. Left a horrified woman with a dog that was not her responsibility and a dog, that he had shot dead, like a piece of trash on the side of the road. Upon further investigation it came to light that there is no real animal control under the jurisdiction of the sheriffs department. That animal control is left up to the deputies and it is the discretion of the individual deputy to make the final decision who lives and dies on the side of the road. According to the Kansas state Pet Animal Act, Article 47-1718 no animal can be euthanized by anyone other than a licensed veterinarian and all forms of euthanasia must be in compliance with with approved methods.
