Right now, Congress is considering the Keeping All Students Safe Act, which would restrict the use of seclusion and restraint at schools in the United States. The widespread and dangerous use of restraining students in schools needs to be addressed. 

On April 18th, 2012 my son Corey Foster was killed while playing basketball at the Leake and Watts school in Yonkers, New York - a state funded school. During the student recreational time, one of the employees of Leake and Watts approached Corey and told him to get off the basketball court so that the employees can play. Corey was upset and made a last shot at the rim and the ball bounced off and hit an employee. 

According to the video tape Corey was cornered by 5 employees , that’s when Corey was slammed to the wall by a staff member.  Corey  was restrained by 4 to 5 employees who piled on his back and held him down. Corey complained that he could not breathe and one employee replied "if you can talk, you can breathe.” 

Within moments, Corey would be dead. They killed my son with 7 minutes of restraining. They failed my son. They failed us. But the Keeping All Students Safe Act would for the first time, put in place minimum safety standards to prevent abusive seclusion and restraint in schools across the country. 

In 2009, an investigation by the U.S. Government Accountability Office (GAO) found hundreds of allegations where children have been abused, and some even died, as a result of misuses of seclusion and restraint in schools. In some of the cases examined in the GAO report, ropes, duct tape, chairs with straps and bungee cords were used to restrain or isolate young children.

This bipartisan legislation would protect school children from inappropriate uses of seclusion and restraint. The bill would provide school personnel with the necessary tools, training, and support to ensure the safety of all students and school personnel.

      There is no lesson learned for students who are restrained and it has the opposite effect ... My child was restrained and it's worsened her anxiety she's only 7 let's ask schools to assist as parents to be more proactive, this hurts our kids and happens far more often than anyone is aware of, it's a stigma of a bad kid, it horrifies the kids who witness their classmate being restrained and it isn't positive in any fashion.

      The restraint method when used correctly it brings clarity, and peace safely, but incorrectly it brought death. A Tragic end to a young persons life. What a great loss for all of us.

      ...good lord...just...they won't let students ware a shirt if it shows a bra strap of the back of the bra. they don't let student's hug each other, they don't let students eat in class. they don't do anything when students are being bullied...Yet this is allowed to happen? Children are allowed to be suffocated by five people because he accidentally hit someone with a basketball? Teachers should not be allowed to touch students unless the student is causing bodily harm to another student or teacher purposely. This poor kid did nothing wrong and did not deserve to die. the employees should be thrown in jail with no possibly of parole, they shouldn't be allowed near children, and if they have kids of their own they should be taken away for their own safety and be told why their parents are horrible monsters who kill children. perhaps I'm going to far, but I feel restraints shouldn't be used in schools, and even though the death was "accidental" they meant to do harm to that child and every other child in that school.

      because it's inhumane and retraumatizes those who have been abused-it also isn't necessary, skilled professionals can de-escalate an angry child w/o violance

      I have had a special needs child restrained in school and when he acted out by trying to hit and bite they threatened to expel him. When I reported the bruising after the fact, I was told "well if he hadn't struggled so much and would have just sat down then we wouldn't have had to be so forceful with him." Worst part is I found out this wasn't the 1st time that this had been done to him, It was never reported to me.
