Kansas State Legislators: Pass a Cottage Food Law for Kansas

We are petitioning our State of Kansas state legislators to enact a Cottage Foods bill authorizing the State of Kansas Department of Health and Social Services to issue customized “Home Bakery” licenses/permissions to residential kitchens for the purpose of selling non-potentially-hazardous bakery products, such as, but not limited to: breads, cakes, cupcakes, doughnuts, pastries, buns, rolls, cookies, biscuits, dry baking mixes, and pies (except meat or cream pies).

This law will help create employment opportunities for state residents currently out of work to become food entrepreneurs. It is acknowledged that the cottage food laws may require food processors to pay a license and/or permit fee. It is this licensing requirement that could bring in money for the entire state or partially pay for any cost incurred for additional regulatory program operations. This law will also allow small commercial bakery owners to operate from a home-based location should their business revenues start to decline due to changes in the economy.

Cottage food laws have been passed in 31 other states, some of them as recently as within the last twelve months. The success in these states gives us hope that Kansas can and will follow suit to help small business owners succeed in a growing market, providing new opportunities for local entrepreneurs as well as create new jobs. Current state law requires a Kansas Department of Agriculture approved separate kitchen for any home based bakery. This makes it practically impossible for home bakers to operate in Kansas under current state law. A statewide Cottage Food Law could change that and help contribute to the continued growth of Kansas' economy for years to come.

I support our mission to minimize government while allowing the free market to direct consumer habits; yet this is not the case when only gov't inspected industrial kitchens are allowed to create delicious baked goods. As a baker myself, I fully support the addition of "cottage food" law for Kansas and the potential job increase this could allow.

For the same reason it is to many others. I've started a small baking business, and would like to branch out a little further.

      Thank you for doing this!

As a beginning organic farmer, I'd like to use some of the food I grow and produce canned products to extend my selling season.
