In November of 1991 David K. Tinsley abducted 16 year old Rachel Ann Robertson from her home in the 300 block of Teddy lane on Indy's south side by force. he drugged her took her to a motel on Indy's near west side where he  several  gruesome things to her. and then murdered this poor girl. After a tip to the Indianapolis police department the police found her body covered with a sheet and wearing sweatpants on the floor of this west side motel. Police had found several tips leading to Tinsley as the suspected murderer. Tinsley was arrested at his job on Indy's south side. he was found guilty of murder. In December of 1993 the rape kit for Rachel's case was lost he was sentenced to 50 years for the murder as well as 15 years for sexual deviant conduct  from a January 1991 case unrelated to the murder for a total sentence of 65 years. After talking with Indiana department of corrections i was told that he has an attempted escape on his file and was not given any extra time for this infraction. Tinsley's release date is marked as November 15, 2013 just two days before the anniversary of Rachel Ann Robertson's death. That is less than half of the 50 year sentence for murder let alone the total sentence of 65 years.

      BECAUSE IT SHOULD BE IMPORTANT TO EVERYONE FOR THE CONCERN AND SAFETY OF OUR RESIDENTS AND CITIZENS DUE TO THE FACT THAT HE IS VERY CAPIBLE OF DOING THIS AGAIN EXSPECIALLY WITH JUST HAVE GOTTEN THIS SORTA EXCEPTION OR PARDON IF U WILL HELL THINK THE NEXT TIME HELL HAVE MORE KNOWLEDGE ON WHERE HIS MISTAKES LIED AND THAT HE COULD IN HIS MIND "DO IT BETTER NEXT TIME AROUND" ITS JUST UNLAWFUL TO RELEASE HIM COMPLETELY BACK INTO SOCIETY.. NOTE I SAID SOCIETY I COULD SEE MAYBE MOVING HIM TO A LOWER LEVEL SECURITY FACILITY AND LOWER FROM THERE KINDA WIENING HIM BACK IN OVER A MATTER OF HALF THE TIME HES GOT LEFT.. RATHER THAN JUST LET HIM GO ..HE DIDNT JUST LET HER GO DID HE?
