Hire leadership for BARC who will implement the No Kill model of sheltering

In 2009, the international No Kill expert, Nathan Winograd, assessed Houston's pound i.e. BARC and wrote a detailed report telling Houston's leadership how they could stop shelter killing in Houston.  Yet, BARC leadership has ignored most of Nathan Winograd's recommendations since that time.  As a result, BARC's Kill Rates have increased every single year for 3 years.   

There are now over 160 OPEN ADMISSION shelters, representing 500 communities, who are saving 90% to 98% of all animals entering their doors, in 2012 BARC's Save Rate was only 43%. 

There is no excuse for for continuing to kill healthy and treatable pets when we know the solution.

It is time for real change.  The solution for BARC's sky high kill rates is in the hands of Houston's city council.  We ask city council hire leadership to will work hard to vigorously implement every single recommendation in Nathan Winograd's assessment report now.
