People who neglect and abuse animals are allowed to repeatedly own animals and it keeps the abuse going. It needs to be stopped. A registry would keep track of such offenders and make it punishable by fines or jail time if caught ever owning an animal after being "registered" an animal abuser. It woud also create a viable data base for shelters, fosters, breeders, re-homers, and owners to know if who is adopting or buying hasnt neglected or abused before. It may not stop first time offenders, but surely it would stop the chain of abuse.

      Im an animal lover of all creatures great and small, They have feelings as much as a human, you get jailed if you do that to a human,It should be the same for any animal!!! They bleed and breath and have feelings like humans so they should be respected like a human, People who abuse etc of animals should walk the shame path with a sign saying what they have done and then jailed.. Put yourself in the skins of the abused animals and see how you like it!! Please stop abusers of owner another pet!!! thanks

      I am signing because I feel these abusers need to be held accoutable not a slap on the wrist anymore. That do not deserve the right yo have an animal and people need to know who these evil doers are. We need to protect and be a Voice for our fur-kids everywhere.

      There IS DIRECT correlation of animal abuse/neglect vs domestic abuse/neglect is clearly is reflected clearly in the "numbers" put out by the National Coalition Against Domestic Violence, the American Humane Society of the United States, the National Crime Prevention Council, the American Veterinary Medical Association and numerous other agencies, universities, physicians & studies in an attempt to break this cycle of violence involving humans & animals.

      Jeffrey Dahmer, Ted Bundy, David Berkowitz, Eric Harris, Dylan Klebold etc, etc, all started with abusing & torturing defenseless animals. A Nation wide registry can help "nip them in the bud" It`s long overdue!
