The use of handcuffing and shackling children who obviously by their conduct are no risk to anyone neither would try to escape is a unnecessary and cruel practice.

The only reason is to punish and humiliate the child or teenager. This practice also causes another problem. Normally everyone should be considered innocent before proved guilty.

When a child or teenager enters the courtroom with the head hanging down, prison clothes, handcuffs, chains and shackles does he or she give the impression of someone innocent to be proved guilty or someone dead guilty and dangerous?

Please stop this practice!

I almost lost a job when I questioned a cop why a scared 11 year old was shackled. This is a human rights issue. The child will believe he's a criminal then and there. Predict his future.

"...let us recognize that extreme poverty anywhere is a threat to human security everywhere. Let us recall that poverty is a denial of human rights. For the first time in history, in this age of unprecedented wealth and technical prowess, we have the power to save humanity from this shameful scourge. Let us summon the will to do it."
