Object the use of Granard Street in Wicklow for access to Tillery Park & T. Park South
Why this petition matters
We, the undersigned residents of the Canterbury Farms Subdivision, which is located adjacent to the proposed rezoned tract of land urge the Commission to reject the application for the following reasons:
As indicated on the plat of Area 2A submitted along with this application, the applicant proposes to attach the street identified as Granard Street in Tillery Park South to the existing Granard Street in the Wicklow neighborhood in the Canterbury Farms Subdivision for the following purpose as identified on page 12 of the applicant’s supporting documents:
“The construction of Tillery Park South will allow traffic now to move thru from Canterbury Farms Parkway through Wicklow and eventually to Baker Place Road.”
We also note that the development schedule for Tillery Park listed on page 22 of the applicant’s supporting documents indicated that the areas scheduled for the first phase of development in 2022- 2023 are Area 2A (Tillery Park South) and Area 1 of Tillery Park that is adjacent to Tillery Park South. Area 2A will have 67 home sites and Area 1 will have 125 home sites.
It is our belief that the developer intends to utilize Granard Street in the Wicklow neighborhood of Canterbury Farms for travel to Granard Street in Tillery Park South and Tillery Park Area 1 during the construction phase of these areas. This means concrete trucks, lumber trucks, gravel trucks, sod trucks, a caravan of workers and delivery trucks will be passing daily through the Wicklow neighborhood to get to another subdivision and eventually residential traffic from the combined 192 home sites in Area 2A and Area 1. Indeed, it may become the preferred route for much of Tillery Park to get to the Kroger area and I-20.
We also note that the development of Tillery Park includes the extension of Canterbury Farms Parkway from the end of the Canterbury Farms Subdivision to Baker Place Road and is designed as the main traffic artery for traffic moving to the entrance of Tillery Park on Baker Place Road or to Chamblin Road traveling thru Canterbury Farms. As shown on page 3 of the applicant’s supporting documents there are several intersections where residential traffic from the different areas of Tillery Park, including connecting streets from Area 2A and Area 1, flow to the Canterbury Farms Parkway extension and we suggest that this should be the route used to travel to Area 2A and Area 1 – not thru Wicklow.
We offer the following additions items in support of our objection:
Granard Street in the Wicklow neighborhood is not designed to be a major traffic artery for this much traffic and doing so will injure the use and enjoyment of Granard Street by the residents of the Wicklow neighborhood and may injure the resale value of homes located on Granard Street in Wicklow.
The residents of Wicklow will be subjected to additional traffic congestion, traffic noise, trash and debris from vehicles traveling to Tillery Park.
Residents living on Granard Street or their guests often park on the street. Also, landscapers, delivery and service vehicles park on the street when working or delivering items to residents. Additional traffic from an adjacent subdivision will only add to traffic congestion.
There are three common areas on or adjacent to Granard Street in Wicklow. Children and residents use these areas for play and recreation. Increased traffic endangers the safety of the residents of Wicklow and injures the use and enjoyment of these areas.
The Wicklow neighborhood mailbox facility is located on Granard Street and has limited parking for residents. Increased traffic will create additional congestion and safety concerns for residents driving or walking to the mailbox facility.
Additional heavy construction traffic on Granard Street in Wicklow will accelerate damage to the existing road and will require the County to bear the expense of repairs.
Finally, it simply makes no sense to travel across a residential street passing thru a residential neighborhood in Canterbury Farms to get to another subdivision when access to the other subdivision has already been approved via the extension of the main traffic artery Canterbury Farms Parkway and the network of residential streets in the other subdivision.
For these reasons, we again urge you to reject the Zoning Application as presented. We have no other objection - only the use of Granard Street in Wicklow for access to Tillery Park South and Tillery Park.
