Chatham House (2012) estimates the number of Zimbabweans living abroad at 4 million and the Mail & Guardian (April, 2013) of South Africa estimated Zimbabweans living in South Africa between 2-3 million. Unfortunately, these exiled citizens are disenfranchised by the current government of Zanu PF which is in contravention of the Zimbabwean Constitution which allows the ministry responsible to extend voting rights to those living abroad as it states that all Zimbabweans of legal age have the right to vote. Furthermore, the Constitutional Court in a major retrogressive judgment denied citizens living abroad their right to vote. It follows therefore that elections whereby some Zimbabweans are denied their right to vote are neither credible nor inclusive. As such, the elections of 2018, failed the credibility test for that reason and did not meet SADC guidelines on free and fair elections. Most African countries extend the right to vote to their own citizens, for example, Mozambique which is next door and has a huge population in South Africa recently held its elections and citizens all over the world voted. We therefore appeal to the Zimbabwean authorities to comply with the constitution and SADC guidelines as well as international best practices and recognize this important fraction of the population which is contributing to the economy in forex injection second to industrial exports according to the World Bank.
