We the undersigned, being residents of Cricklade, would like to make the following statement: Notwithstanding any other objections submitted by us, or any resident of Cricklade, or any stipulations laid down by the Planning Department, we will challenge any more new build houses within Cricklade Parish areas which are not net zero carbon, for the whole of the building’s life – not merely carbon neutral in the construction phase and carbon neutral ready as per the Government’s planned Future Buildings Standard / Future Homes Standard, due to be implemented in 2025.
We would like this requirement included in the next iteration of Cricklade Neighbourhood Plan and in the meantime we would request that this is applied to planning applications PL/2022/02452 and PL/2021/10404 and any other planning applications for housing or buildings within the scope of the Cricklade Neighbourhood Plan.
Background:
In April 2022 the Intergovernmental Panel on Climate Change publicised the summary for policy makers of the Climate Change 2022: Mitigation of Climate Change report. The headline reads “ The evidence is clear: the time for action is now. We can halve emissions by 2030. “The Chair of the panel, Hoesung Lee said “We are at a crossroads. The decisions we make now can secure a liveable future. We have the tools and know-how required to limit warming.”
We agree with Hoesung Lee, the decisions we make NOW are key. The warning is clear, we have no more time to procrastinate. Any policy or commercial decisions we make from now on will affect the future in massive ways. If we do not turn back emissions in the next 3 to 5 years we are expected to enter feedback loops which will cause our planetary support systems to collapse like a line of dominoes. To be clear, the planet will survive but humans and the eco-systems that we live within may not. Communities such as Cricklade can be at the forefront of demanding quick and far reaching action from our policy makers and commercial companies. The Government policies for Future Buildings /Homes Standards are a step forward but 100s of thousands of homes could be built before 2030 which are merely ‘carbon neutral ready’ and requiring investment from homeowners to complete the step to net zero. In fact the Government targets are for 100% net zero homes by 2050, at least 20 years too late to make a difference.
