Zac Goldsmith should reimburse the cost of the Dec 2016 by-election in Richmond Park

Zac Goldsmith triggered a by-election in the Richmond Park constituency in December 2016 when he resigned from the Conservative Party over its support for expansion of Heathrow. He said he was sticking to his principles. He stood as an independent candidate and lost.
Come the June 2017 general election, he rejoined the Conservative Party, whose manifesto supported expansion of Heathrow. He stood as its candidate in Richmond Park and regained the seat by 45 votes (in spite of a 25+% swing to the Lib Dems from the 2015 general election). By rejoining the Heathrow-expansionist party, from which he had resigned 7 months previously, he did a massive U-turn.
On average, by-elections cost about £1/4 million to the public purse. Given that such money is badly needed for social care and the like, the very wealthy Mr Goldsmith should now reimburse the cost to the public of the December 2016 by-election, which his return to the Tory fold rendered a pointless and futile - but very expensive - gesture.
