Fair Planning/Licensing For Public Houses

Planning & licensing in Bewdley is inconsistent and unfair and doesn’t allow for fair competition for similar businesses.
There are approximately 23 public houses within a single square mile in Bewdley - all with differing planning & licensing rules and restrictions.
Residential neighbours are present where every public house sits yet some are permitted longer operating hours and are subject to less restrictive rules. Being a public house operator myself I believe there should be uniform rules across the board - this would allow all public houses to sit on the same footing and allow for fair competition between them.
Why should one premises be permitted to operate and serve in their beer garden until 2am with music playing and one premises is restricted to a 9pm close time with no music?
Both have residential neighbours, both are in town.
I am calling for a change to policy whereby planning/licensing rules are uniform and therefore fair to all involved.
