Pushing all WV's kids back to full time in-person learning is wrong at this time. While in previous studies, based on smaller numbers of countries, school closures had been attributed as having little effect on the spread of COVID-19, more recent evidence shows the opposite.  School closures in the United States have been found to reduce COVID-19 incidence and mortality by about 60%!

Many in our state are facing significant challenges. There is no question that the 48% of WV rural residents lack broadband, and more than a quarter of WV's students live in poverty. Students are suffering from the lack of social development along with lack of educational advancement. Yet, a significant number have asthma, are obese, or suffer other diseases that will impact their ability to fight off a COVID infection. WV has a wide variety of rural and urban areas.  The lack of broadband internet and access to technology in the poor and rural areas of our state needs to be addressed.  However, we cannot have a one size fits all approach to re-opening schools. For areas where tents are being installed outside their hospitals, and for the potential of severe regional outbreaks, a quality and consistent online system must be made available.

While it would be ideal for students to work with their regular teachers online, it is unreasonable to expect teachers to teach online and in person.  Unless the state is ready to offer a quality, consistent, and fully inclusive (including honors courses) online educational program, please release the reigns on this mandate to the counties. If you must push for reopening, fine I understand the value, but let the counties decide how it will be done to best meet the needs of their communities.
