The City of Woodland Hills, Utah is considering HARMFUL CHANGES to it’s City Building Codes that could destroy the natural beauty of many lots in Woodland Hills and permit unsafe slopes and towering buildings creating significant safety risks. These changes fly in the face of the City's General Plan and should be opposed.

The changes will allow building height to be measured from "average man-made finished level" instead of the "natural/existing ground level" and this could potentially allow buildings 4+ stories in height above the natural ground! Developers could pile up mounds of dirt to create a finished grade much higher than the natural ground.

The City claims to have bench-marked the proposed code with other neighboring cities.  They are not being accurate or complete about other cities' rules. Many of these cities have stipulations when using finished grade to determine building height including Payson, Provo and Orem.  Interestingly, Park City's code on building height restriction states: "No structure shall be erected to a height greater than twenty-eight feet (28') from Existing Grade.  Existing Grade is the Grade of a Property prior to any proposed Development or Construction Activity."  Isn't Woodland Hills topography most similar to Park City?

The proposed code changes would make Woodland Hills one of the most unrestricted places to build a tall residential building with the natural beauty we have. Developers will flock to our community to build tall buildings with a view!

The City is also changing the definition of a basement such that a developer could build a "basement" above the natural ground.  All they would need to do is bury 30% of the exterior basement walls, 80% of the height of those walls.  This would allow builders to change what should be the first story into a "basement" to allow them to build an even taller building.

The current codes are good!  They have worked for decades.  Honest, qualified engineers understand and respect them. They have kept our city safe, protected the trees and natural landscape beauty, and prevented builders from destroying our community with tall buildings and deforested developments.

WE OPPOSE MAKING THESE CHANGES TO THE EXISTING BUILDING CODES!
