In 2016 Scott Walker passed legislation that protects plastic bags from community bans. This prohibits local governments from regulating the commercial use of plastic bags or other “auxiliary containers” such a cups, bottles or other packaging. The legislation also prohibits attaching a fee or charge to plastic bags. If this ban was not in place it would give communities the opportunity to ban plastic bags. Banning plastic bags would lead to a decrease in trash and litter, as well as reduction of the use of the natural resources required to manufacture the bags, which generally are made from fossil fuels. Overall, banning plastic bags could have a large impact on climate change and Wisconsin as a whole, but its not possible of there is a ban on banning plastic bags in place.
