As a resident of the estate and with young children, I have become increasingly concerned about the speed limit along the main road into the estate as well as around the estate.  There is a obvious neglect from all drivers who enter the estate - not just residents but delivery drivers, workmen and other vehicles to observe the 30mph speed limit.  In an area that is densely populated with pedestrians and commuters on bicycles, as well as having a primary school and playpark along the main road, I feel that the main road and all roads on the estate should be reduced to 20mph and speed limiters or traffic calming measures added. 

Nationally, 20mph zones have proved extremely effective in reducing both speed and road casualties - up to 60% of injury accidents and child injury accidents by 67%! (TRL 1996 study) In urban areas, Circular 01/12 advises that:
Traffic authorities can, over time, introduce 20mph speed limits or zones on:

Major streets where there are – or could be ‐ significant numbers of journeys on foot, and/or where pedal cycle movements are an important consideration, and this outweighs the disadvantage of longer journey times for motorised traffic.
This is in addition to:
Residential streets in cities, towns and villages, particularly where the streets are being used by people on foot and on bicycles, there is community support and the characteristics of the street are suitable.

Wiltshire Council has in the past stated the following commitments.

  • Continue to invest in 20mph Zones in Town centres and residential areas where there is a high volume of vulnerable users in conflict with vehicles.
  • On new estate design ensure that access and internal roads are effectively self enforcing 20 mph Zones.
  • Introduce 20 mph limits where there is clear indication they will prove effective in reducing both traffic speeds and collisions

I believe that our area does have a high volume of vulnerable users, a large number on foot and bicycle commute to primary school as well as work and we are on a new estate in which has a high number of military families with young children & pets. Will it take for a child to get knocked over by a speeding car/van/delivery driver in order to provide a 'clear indication' to prove that the main road needs to be a 20mph?
