Repeal the impact fee in Wicomico County

Support the economic landscape of Wicomico County and the Lower Eastern Shore by signing this petition to repeal Chapter 130 of the Wicomico County Code in order to completely remove Development Impact Fees.
There are over 1,000 members of the Coastal Association of REALTORS®, consisting of both REALTOR® and affiliate members, and all of us depend on the health and vitality of the local real estate industry in order to make a living. We stand with the Maryland Building Industry Association Eastern Shore Chapter in expressing the necessity of sending a strong, pro-business message to potential developers that Wicomico County is open to growth.
As has been reported previously to this council, the sale of a single-family dwelling generates an average of $70,950 for the local economy in its first year, according to the Bureau of Economic Analysis. Additionally, according to the National Association of REALTORS®, one job is generated for every two home sales.
We need a business-friendly environment in Wicomico County. With costly state regulations in place that are already an impediment to the homebuilding process, repealing this impact fee by completely removing Chapter 130 from the County Code is key to replenishing the county’s housing stock, giving willing buyers a place to live.
The effectiveness of the impact fee moratorium is evident in the county’s building permit numbers, as provided by the Department of Planning, Zoning and Community Development. Single family dwelling permits increased by 20 percent from FY 2014 to FY 2015. They increased another 10 percent from FY 2015 to FY 2016. Imagine these numbers in FY 2017 if the impact fee is completely removed from the County Code and developers aren’t afraid it’s going to return at any time, depending on the economic landscape and the political makeup of the County Council.
As we’ve said previously, our inventory numbers are down considerably and we’re frankly having trouble finding homes for our clients. REALTORS® are at the front line of the economic health of this county and all others. We are not just selling homes; we are selling the area in which these homes are located. If we are successful, the county is successful. Please help us continue to work hard to bring people to Wicomico County and to the Lower Eastern Shore. Do not simply remove section 130-18 from the County Code. Completely repeal and remove section 130 in its entirety.
