Why aren't the Police prosecuting an Adult who committed Aggravated Assault to a Minor?

On the Monday the 13th of March 2017, my younger brother of 11 years of age, was brutally and ferociously attacked by a grown woman, in a Children’s park. The incident occurred in York at Westfield Park, in front of several other Children.
As you can see from the photo attached to this petition, he was left deep cuts to his back, that bled and may leave scarring. The incident itself was reported to North Yorkshire Police, who then advised that they weren’t able to attend until the 17th of March, 5 full days after the assault.
For some unbeknown reason, North Yorkshire Police have now concluded that they will not be prosecuting the woman as it was not ‘In the Public Interest’ to do so.
Myself and a lot of other local people in the area would like to know why she is not being prosecuted for aggravated assault (ABH), contrary to section 47 of the Offences against the Person Act 1861?
I’ve setup this petition so you (North Yorkshire Police, Crown Prosecution Service and the Police and Crime Commission for North Yorkshire) can see that in fact prosecuting this woman for her atrocious crime is indeed in the Public Interest and should not be dealt with by Social Services Agency’s.
