국제원조가 시작된지 60여년이 흘렀고, MDGs(Millennium Development Goals) 를 평가할 시기는 이제 3년밖에 남지 않았습니다. 꽤 많은 시간과 재정을 쏟아 부었지만 아직도 그들은 빈곤에서 벗어나지 못했습니다. 혹시 우리의 방법이 무언가 잘못된것은 아닐까요? 우리가 그들이 도움 받는 것에 익숙해지도록 만든 것은 아닐까요?

More than sixty years has been passed the international assistance started and moment of the UN Millennium Development Goals to evaulate will come soon in three years. The time and efforts of providing countless of development funds assistance, the underdeveloped countries are still struggle with the poverty. What if international donor countries are directing the beneficiaris to get used to all these enormous assistance?

 

1960년대 유엔개발계획이 시작된 이후 1970-1988년, 전 세계적으로 원조는 절정에 달했습니다. 하지만 동일한 기간 아프리카의 빈곤률은 오히려 11%에서 66%로 치솟았습니다. 이제 우리는 원조의 현실을 인정하고 새로운 방향에 대해 고민해야 합니다. 

Since the Untied Nations Development Progrmme has embarked during 1960s, the international assistance has reached a peak for providing funds between 1970 and 1988. However, at the same period, the poverty rate in Africa rather accelerated from 11% to 66%. It's time to admit the reality of inefficient assistance and reconsider a new direction of aid program.

 

이제 저개발국가도 기존의 원조 방식에 대한 반대의 목소리를 내기 시작했습니다. 국가원조를 받은 지 10년이 되어가지만 여전히 아프리카 최고 빈곤 국가로 알려져 있는 말라위. 말라위는 수십 년간 원조를 받았지만 말라위의 무타리카 전 대통령은 국가재난사태를 발령 할 수 밖에 없었습니다. 때문에 그는 실질적이지 못하고 단기적인 지금까지의 원조에 대해 비판했습니다.

In recent times, underdeveloped countries started to voice up against the existing international assistance methods. This is a story of Malawi. Malawi is one of the least developed and povertized countries in Afica. Malawi have been receiving international assistance for decades, however the former president of Malawi, Mutharika have to issued emergency alerts against danger of national emergency due to imprudent international donors, and criticized the short-sighted existing international assistance.

 

 그리고 말라위는 자립을 위한 보조금형태의 원조금지급에 반대하는 원조국에 대항하여 식량 원조에 의존하지 않는 국가 비료보조금 제도에 집중하였고, 이는 말라위가 식량수출국으로 자립하는 변화를 가져오며 생산량을 2배로 늘렸습니다. 이는 단순한 원조보다 자립 촉진이 중요하다는 것을 보여준 사건으로 중요한 의미를 갖습니다.

So Malawi, stood up against one-way assistance by incorporating the ‘Malawi’s subsidy fertilizer assistance system’ which is not depends on food aid, and from this, the output of agricultural products increased twice and even make Malawi become food exporting country. This happening showed that the acceleration of self-reliance should be more important than the simple assistance.

 

 그래서 우리는 원조의 패러다임을 바꾸려고 합니다. 작은 도움만 있으면 일어설 수 있는 우리 주변의 삶들에게 자립할 수 있는 기회를 선물하려고 합니다.

This is why we want to shift to a new paradigm of international assistance. With a leap of help can become a gift of opportunity to self-reliance of our global neighbors.

 

 우리는 일시적 원조의 구조와 비효율적인 원조, 가시적 성과 우선의 원조, 개별 국가의 고유 상황을 고려하지 못한 원조 등을 변화시키고 자립의 중요성을 전 세계에 널리 알리기 위한 국제 사회의 정부적 협력과 지속 가능한 캠페인을 위해 11월11일 지구마을 자립의 날로 제정하려고 합니다.

We call for an enactment of a day, which is 11th November,(11.11) as the Global Villages Start-up Day.A global sustainable campaign with the governance oriented cooperation and to change the structure of temporary which is inefficient, only for tangible results based, and from inconsiderate requests of country's indigenous culture.

 

지구마을자립프로젝트는 빈곤지역 생활 기반지원을 도울 뿐만 아니라 개인 창업, 사회적 기업 설립, 비영리단체 자립도 함께 돕는 새로운 국제 자립 운동의 시작입니다. 저희는 자립의 기회를 나누고 본질적이고 직접적인 방법으로 절대적 빈곤을 해결하기 위해 노력하고 있습니다.

Also "Global Villages Start-up Day" progect is new start of international start-up movement for self-sustainability for individual, social enterprise, non-profit organiztion not only poor regions. We share the opportunity to start-up and trying to make end of absolute poverty with more direct and essential method. 

 

우리는 지구마을자립의 날을 위한 11만 명의 서명이 모이면 이를 국제기구에 제출하고, 매년 지속적인 행동으로 지구마을들의 자립을 지지하고 독려하려 합니다.

We will submit the 110,000 signatures to International Organinzations for enactment of the Global Villages Start-up Day and every year we will support the cause and urge people for self-reliance action plan.
