Alberto Fraquelli started this petition to Westminster City Council and

My name is Alberto Fraquelli and I am director and co-owner of a restaurant called La Brasseria, 42 Marylebone High St, London, W1U 5HD.

On Tuesday, 2nd July 2019 we were informed for the first time of works to be carried as part of the Marylebone Low Emission Neighbourhood project in front of and in the neighbouring areas to our restaurant. A liaison manager of FM Conway informed us that the works would commence on Monday, 8th July 2019 and would take around 3 months to complete. It is our understanding that the decision was only made on 24th June 2019, providing little or no time to appeal nor for consultation. Our restaurant is a corner site and part of the only stretch of the high street which contains a cluster of sites with outside seating, which naturally best operate during the summer. Our particular restaurant has 40 covers of outside seating.

To our knowledge and based on the research carried out by us online this project has not undergone thorough consultation nor analysis to appreciate the impact of the works on local businesses. Having contacted our landlord, Howard de Walden, who own the surrounding premises, we have had no support nor appreciation of our position. The next 3 months are the most successful period for our business. Given the extremely high rent and business rates at our location these months really help secure our business and cover the high running costs. These works, the levels of noise, reduced access and fact we will lose all outside / ground floor business has the potential to kill our independent business off. We have had brief visits to be told that this project will happen but none of these included details of timeline or implications on our ability to serve customer. We have had no opportunity to make our case (and we are sure we are not the only ones in this situation). Three neighbouring restaurants (Coco Momo, Natural Kitchen and Le Pan Quotidien) who also operate out of sites with outside seating had not be made aware of the timing of the works until we informed them. One of the sites is currently undertaking a big investment of a refurbishment with plans to reopen on Monday (the day the works are supposed to start). These works will kill the beautiful summer community atmosphere on the High Street.

We urgently seek your help to postpone this project. We are by no means against the project and fully appreciate the long-term benefits for the area, but are completely powerless and perplexed as to the timing. This can easily be done from October or January and be completed before Spring / Summer. To be clear these works are conservatively going to cost us £500,000 of income in a very short space of time. It’s not difficult to see that a number like that is catastrophic for a business our size.

We hope our appeal to push back the scheduled works to a later date in the year is acted on promptly so as to avoid severe damage to our and other neighbouring operators’ businesses.

Many thanks,

The La Brasseria Team
