Increase COVID-19 testing rate in West Bengal

As of April 13, 2020, Indian state of West Bengal has the lowest number of COVID-19 testing per million population compared to other states in India--mere 28.3 as opposed to 447.6 in Kerala and 63.6 in the neighbouring state of Bihar. As experience of several countries, including Germany, Australia and in fact Kerala, shows and as WHO recommends, testing of mild cases is key to controlling an explosion in the number of cases later, even if that means the total number of cases seem larger in the initial phase. WHO Guidelines recommend 1-2% of positive cases out of total tested--in West Bengal it is nearly double at nearly 5%. This is an earnest plea to the Honourable Chief Minister of West Bengal, Mamata Banerjee, to increase the testing rate in West Bengal rapidly. Our loved ones are under your care, Didi, and we are requesting you to take action for this extremely urgent public health matter.
