Yr ydym yn gofyn i Llywodraeth Cymru roi systemau bwyd lleol cynaliadwy wrth wraidd polisiau bwyd a ffermio Cymru. We call on the Welsh Government to put sustainable local food systems at the heart of food and farming policies in Wales. 

Mae’r system fwyd byd eang yn creu 21% - 37% o holl allyriadau nwyon ty gwydr anthropogenig [1}. Mae yn cael ei nodweddu gan gadwyni cyflenwi bwyd hir a lefelau diwydiannol o gynhyrchu bwydydd a cholli bioamrywiaeth, iechyd is, gwastraff, gor-bwrcasu gan rhai a thlodi bwyd i eraill. The global food system accounts for 21% - 37% of all human induced greenhouse gas emissions. [1] It is characterised by very long food supply chains and industrial level food production, which additionally drive biodiversity loss, poor health, waste, over-consumption for some and food poverty for others. 

Mae’r system fwyd fyd-eang wedi tanseilio systemau ffermio a bwyd ar raddfa lleol yn ddifrifol. The global food system has seriously undermined small-scale farming and local food systems.

“The lion’s share of the profits in the current food system are going to the ever-smaller number of global agri-food businesses….Many small-scale and family farmers are being pushed out of business; local supply chains are struggling.” [2]

Mae strategaethau bwyd a diod a ffermio Cymru yn cael eu hadolygu ar hyn o bryd. Mae gan Gymru ddeddfwriaeth sy'n ei gwneud yn ofynnol i gyrff cyhoeddus ystyried Lles Cenedlaethau'r Dyfodol. Mae argyfwng newid yn yr hinsawdd wedi'i ddatgan. Mae ffocws newydd ar economïau lleol (yr economi sylfaenol) yn cael ei ystyried. Mae'r rhain i gyd yn cynnig cyfle amlwg i sicrhau newid system yn yr economi fwyd. Welsh food and drink and farming strategies are being reviewed at present. Wales has legislation requiring public bodies to consider the wellbeing of future generations. A climate change emergency has been declared. A new focus on local economies (the foundational economy) is being considered. All these offer a big opportunity to bring about system change in the food economy.

Yr ydym yn galw am bolisiau a chamau cyllido i gefnogi gweithgareddau fel: We call for policies and financial instruments to support these activities, such as: 

·       Adeiladu mentrau cydweithredol busnes a chymuned sy'n creu systemau cyflenwi lleol newydd sy'n cynnwys cwsmeriaid preifat a chyrff cyhoeddus. Build business and community cooperative initiatives that create new local supply systems involving both private customers and public bodies.

·       Codi ymwybyddiaeth o rôl cynhyrchu bwyd mewn pewrhynas a newid hinsawdd a dirywiad natur a sut y gellir mynd i'r afael â'r ddau her hyn. Raise awareness about the role of food production in climate change and nature’s decline and how these twin challenges can be addressed.

·       Ehangu'r cynhyrchiad o ffrwythau, llysiau, codlysiau, grawn a chnau lleol, er mwyn eu bwyta'n lleol yn unol â'r argymhellion yn adroddiadau'r IPCC a'r RSA.  Expand the production for local consumption of fruit, vegetables, legumes and nuts, in line with the recommendations in both the IPCC and RSA reports.

·       Cefnogi ffermwyr presennol a newydd-ddyfodiaid i sefydlu dulliau agroecolegol newydd o gynhyrchu bwyd yn lleol, fel yr argymhellir yn adroddiad yr RSA. Support existing farmers and new entrants to establish new agroecological methods of local food production, as recommended in the RSA report.

Rydym yn gofyn i Lywodraeth Cymru greu a chydlynnu cynllun intigredig i yrru newidiadau pendant a chyflym er mwyn newid bwyd a ffermio i gydfynd a’r datganiad argyfwng hinsawdd a crisis amgylcheddol. We call on the Welsh Government immediately to build a coordinated plan to drive profound and rapid change in food and farming in line with the climate emergency and ecological crisis.

Postscript: This month, 11,000 scientists stated: “We declare clearly and unequivocally that planet Earth is facing a climate emergency…to secure a sustainable future, we must change how we live. [This] entails major transformations in the ways our global society functions and interacts with natural ecosystems.” The scientists name five priority actions: changing the food system is one.
