Bryce Black started this petition to Wellsville school board and wellsville central school district

On Wednesday, November 20th 2019 the Wellsville Central School District acted on accusations of an apparent threat of violence towards the school district. At approximately 11:23 PM, a 16 year old student of Wellsville High School came down to the high school's main office and spoke with the high school’s Assistant Principal Jason Mank.

The 16 year old student indicated to Mank that on the ride back from the Belmont BOCES, a 16 year old peer stated that he believed that “Something bad was going to happen sometime throughout the day and did not know if it was going to happen during or after school hours because he felt he was having a panic and or anxiety attack.” After making the previous statement he stated that he didn’t want to go to a class later that day due to what he felt. The 16 year old student that reported this claim said to school administrators that he has noticed that the individual's mental state has changed within the previous weeks in a negative way.

Immediately after the contact with the reporting individual, Jason Mank pulled the individual out of his lunch and confronted him with the accusations being made.

The student remained cooperative and answered any questions administrators had. During questioning from administrators the students stated multiple times that he did not at any point state that he was going to commit any act of violence towards anyone in the school, nor did he claim that he wanted to do so.

A search was conducted on the student and his locker located on school grounds. The administrators found no weapons in either of the searches. District Administrators then issued an automatic phone call to parents within the district explaining that there was no credible threat, as well as stating that students were safe and in no immediate danger.

The school called the students parents and informed them of the situation when they got to the school. As there was “no credible threat” the school had got School Resource Officer Sergeant Chad Green of the Wellsville Police Department involved.

The student was informed with parents present by Green that criminal charges have been filed by the District. The student was taken off school grounds and arrested under a Class D Felony of Making a Terroristic Threat in violation of section 490.20, subdivision 1 of the Penal Law of the State of New York, as well as facing a suspension from school until a disciplinary hearing takes place on Tuesday, November 26th.

The Wellsville Central School District had multiple interactions with this individual prior to this incident. The student had came down to school officials on multiple occasions to address his concerns and frustrations with a teacher that he was encountering them with.

A meeting was held with the individual, his parents, and 2 of the school district administrators (Mary Ellen O’Connell, and Richard Bull) a week prior to this incident. The conclusion to this meeting was that the district administrators would have a meeting set up by the school guidance counselor within the next few days, so that the student could sit down with the teacher and address his concerns to her while a mediator would sit with the student and teacher.

O'Connell stated to the student that until this meeting was set up the only advice she could give was to deal with the teacher till then. That meeting was never set up, nor was the student approached by any guidance counselors.

Everyone knows kyle he is a great friend who is always their he is very well respected and serves the community as a firefighter. Help get his suspension lifted and sign this.
