Framework currently has a Rehabilation and support centre right in the middle of houses and flats where members of the community live with their children. 

The distribution caused is awful. Drunks and drug addicts making noise at unnecessary times of the night. Drunks walking into moving cars. 

the calibere of people should not be around young children.
