The United States does not currently have a comprehensive workable definition of hate crime. Therefore prosecution of hate crimes is far and few between. In order to establish consistency and clarity in all states and jurisdictions, one agreed upon definition must be established.
A criminal offense committed against a person, property, or society that is motivated, in whole or in part, by the perpetrator's real or perceived bias against, including but not limited to, race, religion, disability, sexual orientation, or race/ethnicity/national origin and any other differences that are vulnerable to discrimination and/or oppression.
