A Review of culture and accountability of the QLD Govt (Coaldrake Review) was presented to the Premier on 28 June 2022 by Prof Peter Coaldrake. The Review was independent from ministerial manipulation and conducted a investigation of QLD Govt working culture. The Review found that bullying and intimidation of staff was widespread. "All of these matters are compounded by a culture too tolerant of bullying." There was criticism of CCC's lackluster performance. The Premier agreed to implement all 14 of Professor Coaldrake's recommendations. 

The Brisbane City Council is in desperate need of it's own Coaldrake Review. It is common knowledge within Council that staff are subject to routine bullying. The amount of staff with a mental illness within BCC is abnormally high. BCC management is the major contributing factor to staff mental illness. There is no accountability for senior management. The CCC and BCC Ethical Standards performance in handling complaints regarding management is extremely poor. Widespread reform is needed.
