We Call for the Repeal of the EPIRA LAW

WE, the members and supporters of the PALAG Mindanao, a movement of civil societies, people’s organizations, non government organizations, the religious sector, local government units, employee’s unions and organizations, consumers, consumers group and indigenous people aimed towards the preservation of the natural resources, the enhancement of the comparative economic advantage, and the sustainability of Mindanao peace and development hereby manifest the following:

1.   It is of common and public knowledge that the noble objectives behind the enactment and implementation of the R.A. No. 9136  also known as “The Electric Power Industry Reform Act” or EPIRA were not attained-the electricity sector is now under the monopoly of few entities and organizations and electricity rates is spiraling to an exponential proportion;

2.   The eventual privatization of Agus and Pulangi Hydroelectric Plant Complexes, which provides roughly fifty-percent of the electric power requirements of Mindanao will not only affect the lower electricity rates in Mindanao-thus, undermines its comparative economic advantage-but will also disregard the legal rights and privileges of the of the Bangsamoro and Lumads over their declared ancestral domain-hence, ignites another source of instability with regards to peace and order and may threaten development in Mindanao; and

3.   Hence, we will OPPOSE, as we hereby OPPSED the privatization of Agus and Pulangi Hydroelectric Plant Complexes.
