Immediate requirement for protection of the land rights of the indigenous people of Assam

Assam, one of the Seven Sisters NorthEastern States has always been in limelight regarding the scenario of ownership of land rights. The indigenous people have somehow or the other suffered from a great loss of their legal property. It has been estimated that 90% of the natives of Assam donot possess permanent land 'patta' (legal document for land ownership), while atleast 8 lakh native families are landless.

In all Assam, 63 lakh bigha of Government land which includes forest land, grazing ground and others are under illegal occupation. Atleast 7-8 lakh native families donot have their own land. About 90% of the native people donot have a 'myadi patta' (a legal document of permanent land settlement). Either they have the 'eksonia patta' (document of annual land settlement).

The natives of many districts of Assam, whose forefathers lost their land in the earthquake of 1950, they(these natives) neither own any land nor any documents, alongwith the people who became landless due to hit of natural calamities like erosion, landslide and flood . We as responsible civil citizens of this place further pray for granting patta to those who are living in forest land and also who are forest dwellers. The natives who are living there in for 3 generations i.e, 75 years as per laws deserves their right to have not only the land but also the legal documents for their own land.

Certain measures can be taken by the Government from the Assam Land and Revenue Regulation Act, 1886 to make modifications regarding the ownership of land rights and to eliminate the problems of the natives who donot have land of their own to reside permanently.

The Government can take appropriate and stern steps to formulate a new land policy, as without land there can be no existence of the Assamese race. It is the fundamental duty of our Government to protect the original dwellers of the State.
