At present there are two leash free dog parks in the City of Waterloo and one in the City of Kitchener. With over 130,000 people living in the City of Waterloo athis is a seriously underserviced demographic. This petition will support a report  which proposes an amendment to the current Animal Control By-Law which would include a provision for “Pop-up” Leash Free Zones around the city. These zones would be registered with the city and limited to certain days, areas, and times. In these zones dog owners would be permitted to allow their pets to “free run” in a designated area without being in contravention of the existing by-law. The implementation of “Pop-up” Leash Free Zones would allow for community members to have access to areas to socialize and run their pets within walking distance of their homes and foster an environment where dogs can socialize with humans and other dogs making them better citizens of the community.
