Warwick District Council: Action on Fly Tipping and Litter

In a meeting of Warwick District Council Executive this year, Cllr David Shilton was asked, 'does Warwick District Council prosecute fly tippers?' The answer was NO - despite sufficient evidence to do so and full legislative powers to fine or prosecute.
At this meeting, Cllr Shilton said: “Within the district in 2014/15 there were 890 cases of fly-tipping, 1,092 cases in 2015/16 and 800 cases to date in 2016/17 and that in this time there had been no prosecutions which was as a result of evidencing being hard to substantiate and that it cost less to clear up than to bring a case to court.”
That's right, Warwick District Council do not fine or prosecute fly tipping and littering offences. Even when there is sufficient evidence to do so. These offences are not challenged. The public, the local budget and our environment are the casualties.
Victory? It was then decided at the following Full Council Meeting that the policies on fly tipping will be reviewed... BUT, we need to make sure this happens.
We, the petitioners, ask that Warwick District Council:-
(1) Uses prevention, enforcement, investigative and prosecution actions on littering and fly tipping.
(2) Focuses on local 'hot spots'
(3) Works with local communities, groups and businesses to limit litter and fly tipping
(4) Honours its environmental responsibility to reduce litter and fly tipping.
