The recent introduction of pedestrian crossings at both the Lava/Liebig and Koroit/Liebig street roundabouts has contributed to confusion and danger in both of these crossing areas, as well as causing major congestion in Warrnambool's central business district. The new pedestrian crossings are resulting in vehicles unlawfully stopping amid (and blocking) the roundabouts countless times throughout the day. Congestion in the CBD, confusion between pedestrians and motorists at these crossings/roundabouts will increase and worsen significantly over the festive/holiday season, as well as with tourists visiting the town over the summer months, who are unfamiliar with these conflicting road rules. The same risks with the new pedestrian crossings will apply in the colder months where motorist visibility is impaired with bad weather and vehicles stopping and/or blocking the roundabouts could impact on both driver and pedestrian safety.
The sudden need for emergency services to quickly and successfully access certain parts of the CBD may become compromised as a result of the traffic blockages and congestion. The narrowing of Liebig street in addition to these pedestrian crossings causes a daily buildup of vehicles extending the length of Liebig St (in both directions) and it's surrounding streets.
By removing the pedestrian crossings, there will be an improvement to traffic flow, an improvement in the interaction between motorist and pedestrian at the roundabouts (as it was previously - where motorists could make eye contact with pedestrian, stop and motion for pedestrian to walk across near lane, with pedestrian to cross far lane when clear and safe to do so).
The ease of traffic congestion would also be an overall appealing factor in attracting more people back to the CBD to support local businesses that have suffered through a challenging number of months where Liebig Street has been closed to road traffic and local business income has diminished.
