On February 1st, 2021 one of the large trees on the Martanna Flats apartment complex property lost its footing and fell forward into Wallace Avenue.  This incident could have been deadly. Power was lost for the entire neighborhood for an entire day while the weather dropped to 10 degrees. The City of Covington and Duke Energy were deployed to clear the debris in the public right of way and restore power after 8 hours. The property owner left the downed tree in the yard, protruding over the mangled fence, for over 2 months.

The Martanna Apartments, located at 500-518 Wallace Avenue, Covington, KY are a coveted piece of Wallace Woods history.  Built circa 1909 by the Durrett family it is the largest massing of contiguous structures in the neighborhood.  More information on the historical significance of this building can be found here: National Register of Historic Places: Wallace Woods Area Residential Historic District

The incident of February 1st caused residents in the immediate area to mobilize to raise awareness of numerous ongoing issues plaguing the Martanna Flats. Those issues include:

1.      The 5 remaining massive trees on the property present safety concerns for those in their path. They are not maintained, and their overall health is questionable. These trees must be fully evaluated, and corrective actions taken by the property owner.

2.      Iron fencing facing Wallace Avenue that was lost due to the incident of February 1st must be replaced as it was intended.

3.      The dumpster area behind the building must be contained and kept clean on an ongoing basis.

4.      Concrete pathways on the property are broken and pushed up creating safety concerns for those residents in addition to being an eyesore. These must be repaired.

5.      The grounds must be maintained in a more regular pattern. This includes weed removal, regular grass cutting and other landscaping efforts.

6.      Boarded up/broken windows should be repaired or replaced with glass as intended.

7.      Exterior electric should be inspected by the City of Covington and brought to code.

8.      Exterior lighting should be inspected by the City of Covington and brought to code.

9.      All exterior doors should be kept to code and have all debris removed from the stairwells.

10.  Balconies should be evaluated for safety concerns, kept clean and free from debris. The balconies are one of the adorning features of the building.

11.  Lastly, it was discovered that the current owner of the Martanna Flats Apartments does not carry proper rental licensing. The owner must be held accountable until they are compliant with City licensing and inspection regulations.

I, the undersigned, being a concerned resident of Wallace Woods or a stakeholder in the City of Covington, ask that City of Covington Elected Officials, Covington Code Enforcement, and Covington Urban Forestry continue to work to hold the current owner of the Martanna Flats accountable and bring them into full compliance with all current City of Covington ordinances. This will protect the health and safety of the residents, their guests, and the neighborhood.
