We, the following residents of Walden and the Signal Mountain community (37377), oppose the revised rezoning of the 13.54-acre former Lines Orchids greenhouse site at the corner of Taft Highway and Timesville Road from A-1, R-1, and C-1 to VC-1 except Section 4.05(e)(2)-(5) to allow construction of a 44,000 sq. ft. (instead of 49,000 sq. ft.) regional supermarket, a 10,000 sq. ft. retail/office space, and a fuel center. We ask the Board of Mayor and Aldermen of the Town of Walden to reject the rezone request. Approval of such rezoning would violate the Town of Walden’s 2017 Zoning Ordinance purpose “To maintain rural character and small scale of development, to protect important natural resources, to protect and enhance property values, and to encourage harmonious and integrated development patterns that are economically feasible and are in harmony with the community.”  

The revised zoning application is problematic.  It has changed from C-1 (commercial) to VC-1 (village center) and has requested that the sections (4.05(e)(2)-(5)) related to neighborhood layout and residential requirements be excluded. The application has taken the “village” out of the zoning and effectively proposes only commercial development. Further, while a portion of the property in the rear would be donated as a park to the Town of Walden, that area is full of coal seams. The Board of Mayor and Alderman of the Town of Walden and the citizens of Walden should be concerned about upkeep and potential environmental liability of that park area.

The proposed development will have a harmful effect on general homeowner property values in Walden in that it detracts from the town’s rural character (the Walden “brand”) that attracted so many to come and raise families here. It will in particular damage the aesthetic and monetary value of nearby homes and set a dangerous precedent for allowing future commercial developments to encroach into other residential neighborhoods and for granting future variances. In addition, the development will cause a significant increase in the number of large trucks on US 127, traffic congestion, and noise and light pollution, as well as creating storm water runoff issues, including possible effect on nearby coal mines. 

The Town of Walden has recently begun a land use planning process. As residents of our mountain community, we firmly believe that any zoning changes should not be considered until the Walden Land Use Planning process is completed. We urge you to represent a broad segment of the Walden citizenry and to deny the rezoning request.

Urgent!!  The next Walden town hall meeting, which is the 1st reading of the zoning request and 1st vote by the Town Board is on Tuesday, October 8 at 6:30 pm
