As stakeholders in the Visalia Unified School District, we the undersigned hereby notify you and present you with this resolution and vote of no confidence in your continued leadership in the Visalia Unified School District.

Each of you elected Trustees of the Visalia Unified School District Board was elected by your constituents to represent the stakeholders, parents, students, teachers, and community members of your designated area. You were each also elected to appoint and hold the designated Superintendent of Visalia Unified School District accountable for all actions and to be responsible to the stakeholders, parents, students, teachers, and community members.

As elected trustees you have failed in your duty to do all of the above as well as:

  • You have failed to gain a variety of stakeholder input for all decisions impacting students, parents, teachers, and the community of Visalia.
  • You have failed to mandate the Superintendent gain a variety of stakeholder input for all decisions impacting students, parents, teachers, and the community of Visalia.
  •  You have failed to advocate for and ensure the most rigorous and exceptional learning environment for the students enrolled in the district.        
  • You have failed to mandate the Superintendent implement and ensure the most rigorous and exceptional learning environment for the students enrolled in the district.
  • You have failed to advocate for and ensure robust and meaningful extracurricular activities in sports, performing arts, fine arts, and academic competition.
  • You have failed to maintain, advocate for, and ensure a safe and positive learning environment for all students, staff, and faculty.
  • As the largest educational institutions in the City of Visalia, you have failed to maintain, ensure, and advocate for a positive and safe learning environment free from fear of retaliation and harassment.
  •  As one of the largest employers in the city of Visalia you have failed to maintain, ensure, and advocate for a positive and safe working environment free from fear of retaliation and harassment.
  • You have failed to advocate for and ensure free and open public comment in public meetings, demonstrating you place no value in stakeholder input and the desires of your constituents.
  • You have failed to keep public school campuses free of contentious political rhetoric and protest.
  • You have failed to return students to the classroom full-time, as many districts in California have done, now that the state has given the green light to do so.
  • You have failed to commit to a full return in the fall as many other boards have already assured their stakeholders they will do.
  • You have imposed draconian and unnecessary rules upon parents and stakeholders limiting their ability to support their students’ performances in sports and other extracurricular activities.
  • You have failed to listen to and respond to your constituents in all areas, including community dissatisfaction with the Superintendent.
  • You have failed to hold the Superintendent accountable for the continued mistreatment of student programs and educational opportunities.
  • You have failed to gain stakeholder input and complaints in your review of the Superintendent’s performance.
  • You have failed to implement a Superintendent who not only lives in the community boundaries of Visalia Unified School District, but also you have failed to maintain a Superintendent who is a member of the Visalia community or even Tulare County.
  • You have implemented a Superintendent who is a representative and stakeholder in a neighboring and competitive school district and her actions have given the students of Visalia Unified School District an academic, athletic, and extracurricular disadvantage to the district she is a stakeholder member for.
  • You have failed to be honest with the community of Visalia in seeking bond monies under the guise of building a new high school and refurbishment of existing buildings. While the legal verbiage of the bond was technically acceptable, your endorsement of the bond measure and subsequent community support was gained fraudulently as you almost immediately voted to drop the promise made to the community of building a 5th high school.

In addition to the above noted dereliction of duties and the mistrust you have inspired by your performance as Visalia Unified School District Board of Trustees, we the undersigned hereby also notify you and present you with this resolution and vote of no confidence in the continued leadership of Superintendent Tamara Ravailn in the Visalia Unified School District.

Due to Superintendent Ravalin’s continued poor performance we demand you begin the process of immediately removing Superintendent from her duties and canceling her contract.  An interim Superintendent appointment should be filled by an appropriate candidate who is not currently employed by Visalia Unified School District. Upon appointment of an Interim Superintendent a nationwide talent search should begin immediately, and the candidate selected should be appointed in a provisional interim capacity for the first 12 months of service. No contract extending beyond 24 months should be awarded after the first satisfactory first 12 months of service. As a condition of employment and noted within the awarded contract, the Superintendent at the time of contract award must be living in the Visalia Unified School District boundaries and have asserted themselves an active member of the community of Visalia.

As a part of this vote and resolution of no confidence, we the undersigned demand the Superintendent replacement occur before the first day of the 2021-2022 school year in August 2021, which should be immediately declared a full and normal return to all school attendance and activities as allowed by the United States Constitution.

If the Visalia Unified School Board Trustees refuse to vote to remove Superintendent Ravalin from her position, we demand that the School Board Trustee resign from his or her elected position immediately so the Trustee Area can appoint a new Trustee for his or her seat.

In addition, if the Visalia Unified School Board of Trustees fails to vote to remove Superintendent Ravalin from her position, we demand that Superintendent Ravalin resign her position as Superintendent immediately.
