On October 3, 2021, it became public knowledge that the Housing Authority of the City of Pittsburgh (HACP) has been woefully lacking in its commitment to tenants, taxpayers, and all of us that champion housing as a human right. During the past three years, more than half the developments owned and managed by the HACP have failed inspections at a time when the vast majority of facilities across the nation have passed. According to the U.S. Department of Housing and Urban Development (HUD) a third of the authority's local buildings have failed multiple times during the past three years. This is unacceptable!

Under the leadership of Executive Director Caster D. Binion the Housing Authority of the City of Pittsburgh (HACP), which was founded in 1937 to establish public housing within the City, has become an institution that fails to proactively address the concerns of low-income tenants, in need of security, comfort, and decent housing. HACP was the first housing authority in the Commonwealth of Pennsylvania and one of the first in the United States.

We call for the immediate resignation of Executive Director Binion as well as the speedy remediation of the homes of residents that have been continually ignored and neglected under this administration. We must have adequate, safe, accessible, and quality public housing that is up to code, not touted as an empty promise. 

This gross mistrust and betrayal of the People of the City of Pittsburgh must not continue.

We urge you to raise your voices in condemnation of the mismanagement of housing under Executive Binion and demand that he be removed from elected office.
