RESIDENTS OF WYOMING COUNTY

It is of UTMOST importance that you let the Wyoming County Commissioners know if you are in support of INDEPENDENT Air Quality Testing. Our environment is ever changing and made even more so with the gas industry and its supporting industries. The most recent industry granted approval to locate in Tunkhannock is D&I Frac Sand Transfer station. This will be located at the corners of Rte 92 and 6. In addition to increased emissions (PennDot has granted a highway occupancy permit granting approval for up to 750 trucks per day), there is now an added potential health risk to Tunkhannock and surrounding communities involving the frac silica dust which is a documented carcinogen

Concerned residents and a grass root organization, BWC2014, have been working since MAY to request BASELINE AIR TESTING. If the proposed location and traffic generated by D&I pose no threat to health, we need answers as to why D&I, DEP, State, Township and County officials balk at the idea of a baseline test.

We were told by DEP "officials", Roger Bellas, Maribeth Aileo and The Honorable Christopher A Russo of DEP (between May and July)
"The Department Air Quality Program reviewed a request for determination for this project and determined that no air-quality permitting was required. The Source is exempt because of the minor significance of the emissions.

BWC2014 and Concerned citizens, through private research of other areas of the country, similarly affected by negative impacts of drilling , began to see if testing was feasible for this project.

In addition to three free monitoring entities made available to us for a short period, Dr Tim McAuley of CHANGE (http://airqualitychange.com/2014/02/dr-mcauley-to-serve-second-term-on-national-academy-of-science-transportation-and-air-quality-committee/) recently met with County Commissioners and presented a proposal for independent monitoring of air and soil for a two kilometer range centered around the source point. This benefits the source as well as red flag the risks involved county wide as the gas industry expands. It will enable to document and establish regulations to control hazards where none yet exist. CHANGE "stimulates and disseminates important research related to transportation and air quality. Its scope is to examine the full range of relationships between transportation and air quality including regulatory and policy considerations, modeling practices, health effects, new technologies and transportation management strategies."

In our "eleventh hour" DEP and EPA have stepped in and inform us that they can perform the testing. Federal and state taxes fund the cost of testing. (Your tax dollars)  WHY NOW ARE THEY AVAILABLE?

WE NEED BASELINE TESTING AND MONITORING INDEPENDENT OF DEP AND EPA. DEP AND EPA can enforce regulations and issue citations and monitor violations. HOWEVER, OUR COMMISSIONERS NEED TO BE SUPPORTED IN THEIR DECISION TO VOTE TO ACCEPT THIS PROPOSAL BY CHANGE, LLC TO PERFORM MUCH MORE SCIENTIFIC STUDY THAN DEP/EPA ARE CURRENTLY ABLE TO PROVIDE.

What price should be put on public health and safety and quality of life issues?  

ON DECEMBER 3, AIR READINGS FOR AN 11 MILE STRETCH ON COUNTY ROADS INDICATE HAZARDOUS LEVELS.  (See photo)  WHAT WAS THE CAUSE?  Photos were presented to the commissioners at a December 30 meeting.  (Link to video taped meeting  www.youtube.com/watch?v=4KFSgCoCUOY ) Instead of asking EMA to investigate that critical reading,  the commissioner asked the resident why THEY didn't report it themselves.  WE NEED ANSWERS AND QUICKLY NEED THEM.  HOW MUCH LONGER BEFORE A VOTE FOR INDEPENDENT TESTING?  -- with an agency with no conflict of interest between county-state-federal agencies????? 

We need VOC and PM 10 monitoring throughout the seasons for a good study not available with DEP

>Mr. Lazor/ DEP stated they don't have resources to do modeling or a thorough study to assess health impacts.

>Dr. McAuley's statement that the PM 5 monitor that they are using may result in skewed data from other PM (particulate matter) possibly clogging it.  CHANGE, LLC  has all the resources, including the ability to do mobile monitoring. DEP studies do not cover all PM sizes

>DEP will be studying only silica and not diesel emissions or other particulates (background).
