Vodafone, help us control high data charges while on international roaming

While on a trip to China, I enabled international roaming but missed selecting a discounted plan. Vodafone did send messages stating data usage every 20 Mb. Just the data didn't give me an idea of what it translates into Rupees. Then I got a message that against average bill of Rs.550, my bill had touched Rs.20000. Immediately I took action and selected a discounted plan. Meanwhile the bill had already increased and I ended up with a bill of about Rs.35000 which is about 5 years equivalent. Total usage was 120 Mb. This is hardly any usage as a single app update can take up about 60-70 Mb.
The rates mentioned are Rs.5.50 per 10kb. I didn't realize that it works out to Rs.563 per Mb!
To summarise, none of the messages helped me to see a red flag about the huge bill being built up. Surely Vodafone can make changes to the process and help subscribers to control the bill. Suggestions:
a) Have separate fixed credit limit for international usage
b) If bill crosses 6 months average, call the subscriber. Even if it's Rs.140 per minute the subscriber will be happy to pay
c) When usage messages are sent, please include corresponding amount. First message of 20Mb usage did not stir up any action. If it also stated bill equivalent of Rs.11000, I would have immediately taken steps.
