Fairfax County, Virginia allows for pets to be left outside in an un-insulated doghouse (or a garage) regardless of temperatures hot or cold.  In addition, it allows for dogs to be kept in a pen 24/7 unattended most of the time.  A pen or other confinement is no different than tethering.

I am specifically interested in establishing, hot and cold weather laws, anti penning/containment laws, insulated dog houses for when dogs are left outside for more than three hours.
