Current policy and scheduling as per VBCPS requires all Beach district schools to play each other every year as there are 11 teams in the district and 10 games per year. The only way to play an out-of-district game is for four teams to agree to swap teams with each other. This typically occurs once per year. This policy needs to change.

Every other school district in the state has the ability to play out-of-district games. The lack of this in the beach enables other districts to have higher playoff seeding and makes a tougher road for Beach teams to reach the playoffs against less competitive districts. A rotating schedule such as maintaining 2-3 rivals each year while rotating the remaining teams with 3 out-of-district games seems to be the most realistic schedule in order to keep the beach competitive with the remaining teams. This also enables other schools out-of-district a chance to increase their playoff potential by facing D5 and D6 opponents as the beach has the highest population schools in the area. The game income for out-of-district opponents would also increase as the D5 and D6 schools tend to have higher following for away games then D4 visiting opponents thus increasing ticket sales for home games.
