Are the Speed Bumps a surprise?

While we are beyond appreciative of the Vining's Chase Board and the countless volunteer hours they provide in service to our community, there is concern that increased transparency in decision making may be required as it relates to some changes in the neighborhood. In this particular case, the speed bumps.
Some questions that have come up include, but are not limited to:
- How was the decision made to include speed bumps in the neighborhood and what supporting evidence/documentation is available?
- Where did the funds come from for this change?
- Was a vote required/conducted for this change?
- What were the results of this vote?
- What type of speed bumps/humps are being installed?
- Have alternative options been considered? If so, which?
Safety being the chief concern, many neighborhoods are moving away from speed bumps, opting for more updated solutions that do not increase noise, damage to personal property, continued maintenance costs, or safety as drivers seek to avoid the bumps altogether. Prematurely investing in an outdated solution will result in more costs. We do not inherently believe that change is bad or that change is not needed. We're simply asking for a pause on the installation to ascertain how these decisions were made and if it is truly in the best interest and a concern of the majority of the neighborhood.
