Change international driver access rules to save lives

There has been a lot said about international drivers on our roads and another two accidents on the Apollo Bay/Great Ocean Rd Victoria roads across the weekend rammed it home. My brother and sister-in-law were involved in one of those accidents, a head on collision outside Apollo Bay with an international driver, no english, overtaking on double line on a blind bend.
No time to react- then an impact, vision taken away by airbags, and the unknown for maybe 30secs. It’s such a long time particularly with the cliffs around the Great Ocean Rd. Thankfully for us they are ok, injured but alive.
It is a real problem that needs to be addressed. Tourism in a country as vast as Australia needs licencing of our tourists, but handing an international licence to anyone with a foreign licence without ensuring the can read english or recognise our our road signs/signals is putting lives at risk. A simple testing of understanding of important signals such as double lines may save lives.
