Allow larger basements to help address the housing and long term care crises!

Current zoning rules in the City of Victoria strongly discourage construction of full-sized basements, because basement space is usually included in combined floor area. Too often, this results in homes with very small basements which would never be useful as basement suites. Excluding basement area from combined floor area calculations would encourage larger basements. This would allow larger (2-3 bedroom) basement suites without any impact on the streetscape, site coverage, or green space.


This small change would lead to larger basement suites with several benefits for the community, including:

  • Gentle densification. Victoria has a “missing middle” housing problem, including a lack of housing for young families. Family-friendly suites should be one part of the solution.
  • Multigenerational living. Suites provide housing for aging family members, as an alternative to long term care.
  • Aging in place. Space for live-in care workers and their families helps seniors retain live-in care. Seniors who do not require assistance benefit from the security and companionship of families in their home. 
  • Reduced Urban Sprawl. Local housing supply reduces sprawl.
  • Financial support. Rental suites help support mortgage costs.

In order to support gentle densification, multigenerational living, aging in place, and reduced urban sprawl, basement floor area should not be included in combined floor area for single family homes in the City of Victoria.
