Dear madam /sir

With this article I would like  your attention to be drawn on behalf of Mr. Ranjan Ramanayake who has served as a Member of Parliament of Sri Lanka until 06.04.2020.

He is currently serving a four-year sentence at Agunanakola Pelessa Prison under the above mentioned prisoner number for contempt of court and at the moment he is infected with Corona virus.

His health condition had been suffering from  complications in the knees and he has got other health issues even before he  is infected with Corona in the prison.

In the Sri Lankan legal system "the offense of contempt of judiciary" has not been defined clearly  and the verdict cannot be appealed either.

At a retrial he had no right to have judges other than the judges who gave the original verdict.

It is a well known fact even internationally how badly public confidence in the judiciary in Sri Lanka has deteriorated. This was also strongly noted in the resolution adopted by the United Nations in March 2021. Mr. Ranjan Ramanayake criticized that situation, not the people's right to justice, and spoke out against social injustice, corruption, fraud and crime.

We, the people who know him well, assure you of that with our signatures.

As a just man he has had strong criticisms of social injustice and biasness in the law. He was a headache for the government as he was collecting the voice recordings of the corrupt with the intention of bringing justice to the crimes under a just government.

 He feared that the crimes would be buried forever  as they are systematically destroying evidence of the crimes, they themselves committed. Ranjan Ramanayaka wanted to bring justice someday.

However, supporters of the government and the president, as well as members of their families and friends, are rapidly being acquitted of their crimes, and Ranjan Ramanayake has been imprisoned as a result of the verdict of the trusted and loyal judges of those currupt.

Our request is that you and your organization make an intervention to ensure the safety, health and human rights of imprisoned former Member of Parliament Ranjan Ramanayake.

Demanding for justice and fairness as well as human rights in Sri Lanka is an offense under Covid regulation and has exacerbated the spread of Covid.

We also emphasize that your humanitarian intervention is essential. I note that as many signatures as possible will be submitted to you for the justice of Mr. Ranjan Ramanayake.

මෙම ලිපිය ඔබේ අවධානයට යොමු කරනුයේ 2020.04.12 දක්වා ශ්‍රී ලංකා පාර්ලිමේන්තු මන්ත්‍රීවරයෙකු ලෙස කටයුතු කළ රන්ජන් රාමනායක මහතා වෙනුවෙනි. ඔහු දැනට අධිකරණයට අපහාස කිරීමේ චෝදනාවට ඉහත සිරකරු අංකය යටතේ අඟුණකොළ  පැලැස්ස බන්ධනාගාරයේ වසර 4 ක සිර දඬුවමක් ශ්‍රේෂ්ටාධිකරණ  තීන්දුවක් යටතේ විඳිමින් සිටින අතර බන්ධනාගාරය තුළදී කොවිඩ් 19 ආසාදනය වී ඇත.ඔහුගේ සෞඛ්‍ය තත්ත්වය ඊට පෙර පවා අයහපත් තත්වයේ පැවතියේ දණහිස් ආබාධය හා අනෙකුත් සෞඛ්‍ය ගැටළු නිසාය.

ශ්‍රී ලංකාවේ නීති පද්ධතිය තුළ අධිකරණයට අපහාස කිරීමේ වරද නිසි ලෙස අර්ථ දක්වා නැති අතර ඔහුට දුන් තීන්දුවට එරෙහිව අභියාචනය කල නොහැකිව තිබුණි.නැවත විමර්ශනයකදී මුල් තීන්දුව දුන් විනිසුරු වරුන් නොව වෙනත් විනිසුරු වරුන් ලබා ගැනීමේ අයිතිය ඔහුට තිබුණේ නැත.

ලංකාවේ අධිකරණය කෙරෙහි මහජන විශ්වාසය කෙතරම් නරක ලෙස පිරිහී ගොස් ඇත්ද යන්න ලෝකයම දන්නා කරුණකි. 2021 මාර්තු මාසයේදී එක්සත් ජාතීන් විසින් සම්මත කරන ලද යෝජනාවේදී මෙයද දැඩි ලෙස සටහන් විය. රන්ජන් රාමනායක මහතා විවේචනය කළේ එම තත්ත්වය මිස ජනතාවගේ අධිකරණ අයිතිය නොවන අතර ඔහු පෙනී සිටියේ සමාජ අසාධාරණය ,යුක්තිය ,දුෂණ ,වංචා හා අපරාධ වලට එරෙහිවය.ඒ බව ඔහු ගැන හොඳින් දන්නා ජනතාව වන අප ඔබට අපගේ අත්සන් වලින් සහතික කරමු.

 සාධාරණ මනුෂ්‍යයෙකු වශයෙන් ඔහුට සමාජ අසාධාරණය සහ නීතිය තුළ පක්ෂග්‍රාහීභාවය පිළිබඳ දැඩි විවේචන තිබුණි. සාධාරණ රජයක් යටතේ අපරාධ වලට යුක්තිය ඉටු කිරීමේ අරමුණින් දූෂිතයින්ගේ හඬ පට  එකතු කිරීම නිසා ඔහු රජයට හිසරදයක් විය. එසේ කළේ  සාක්‍ෂි ක්‍රමානුකූලව විනාශ කිරීමේ ක්‍රියාවල යෙදෙන හෙයින් එම අපරාධ වෙනත් ආකාරයකින් සදහටම භූමදාන කරනු ඇතැයි ඔහු බිය වූ නිසාය. .ඔහුට අවශ්‍ය වුයේ කවදා හෝ යුක්තිය ඉෂ්ට කරවීමය.

කෙසේ වෙතත්, රජය සහ ජනාධිපතිවරයා ට හිතවත්  අය මෙන්ම ඔවුන්ගේ  පවුල් වල සාමාජිකයින්  සහ මිතුරන් අපරාධ වලින් සීග්‍රයෙන් නිදොස් කොට නිදොස් වෙමින්  සිටින අතර, එවැනි විශ්වාසවන්ත විනිසුරුවන්ගේ තීන්දුවක් හේතුවෙන් රන්ජන් රාමනායක සිරගත කර ඇත.

 අපගේ  ඉල්ලීම නම් සිරගතව සිටින හිටපු පාර්ලිමේන්තු මන්ත්‍රී රන්ජන් රාමනායකගේ ආරක්‍ෂාව, සෞඛ්‍ය සහ මානව හිමිකම් තහවුරු කිරීම සඳහා ඔබ හා ඔබගේ ආයතනය ගෞරවනීය මැදිහත් වීමක් සිදු කරන ලෙසයි.

ශ්‍රී ලංකාවේ යුක්තිය හා සාධාරණත්වය මෙන්ම මානව හිමිකම් ඉල්ලීම කොවිඩ් නියාමනය යටතේ වරදක් වන අතර කොවිඩ් පැතිරීමද  වඩාත් නරක අතට  පත්ව තිබේ.

ඔබේ මානුෂීය මැදිහත් වීම අත්‍යවශ්‍ය බව ද අපි අවධාරණය කරමු. අපගේ අත්සන් ප්‍රමාණය රන්ජන් රාමනායක මහතාගේ යුක්තිය වෙනුවෙන් ඔබ වෙත ඉදිරපත් කරන බව සටහන් කර මු.
