Jamie Lynn Payne, 33,  my sister was brutally murdered in 1998 in Owensboro, Ky. The person who was charged for her murder, Hubert Essary Jr. was released early due to covid 19. So he did not serve his full time. Now he is living in my hometown at a local homeless shelter St. Benedict's, having every right to walk the streets and mingle amoung people. Do you want this in your neighborhood? Do your children have to walk past a murders house to load the bus, to walk to school? Do you walk your dog across the street from where one lives? Do you share the local park with how many murders? Do you jog in a neighborhood you thought was peaceful? Do your kids play in their yard safely and without a doubt that they actually are? What about the local laundry mat or the gas station that you pull up to all hours of the night and and dont hesitate to get out of your car? We are living next too, above, below, and near all the murders who have been released. Shouldn't it be our right to know who is living amongst us, where we should protect ourselves more, be more aware of our surroundings. If a sex offender has to register for life, I think a murderer should have to do the same. I believe people should have the right to know who is living around us. Shouldnt murders be registered like sex offenders?
