After the out-break of mad cow disease in 2003, feeding animal remains as a feed filler to cattle was banned.
The beef industry found a way around the ban by using poultry waste, which contains cattle remains.
To lower feed costs, cattle producers have only limited the risk of an out-break by continuing to feed cattle animal remains mixed with fecal matter.
