Allow premium processing of H1b visas for doctors joining US hospitals

Every year on July 1, thousands of doctors join residency training positions in hospitals throughout the US, on H1b visas sponsored by these hospitals.
Most of these H1b visas are approved through premium processing service. With suspension of the premium processing of H1b visas from April 3, it will not be possible for doctors to get their visas on time to join the hospitals.
This would impact:
1) General US population and community healthcare - Due to lesser doctors, the quality of healthcare delivery services to the community will be severely impacted.
2) US Hospitals - Inability of the new doctors to join on time would leave many unfilled positions in the hospitals resulting in enormous financial loss to them.
3) Highly qualified doctors from around the world - They will be left stranded and unable to join their training courses in hospitals due to lack of visa in hand by July 1.
Therefore, in interest of the above-mentioned, we request the USCIS (United States Citizenship and Immigration Services) to provide expedite/premium processing service for qualified doctors who get positions in US hospitals and need to join by July 1 this year.
