US citizens trying to file a petition to bring their fiancé over on a K-1 visa currently cannot fly to the Philippines to meet their future bride in person so the meeting in person process should be suspended or waived for now until after this entire coronavirus pandemic is over, meanwhile you have tens of thousands of people just walking across the southern border but a US citizen can’t petition one person to come over
