Ukrainian Cyber Security community concerns with USAID cyber project implementation

Greetings USAID,
 
We are representatives of Ukrainian Cyber Security community, and we have to comment USAID project ‘Cybersecurity for Critical Infrastructure in Ukraine Activity’, with a budget of $38 million.

 According to Vice-Prime-Minister of Ukraine Mr Mykhailo Fedorov, the main beneficiary of the Project is assigned the Ministry of Digital Transformation of Ukraine:

Many cybersec experts here in Ukraine believe that Ministry of Digital Transformation of Ukraine is not a proper beneficiary for cybersecurity projects.
 This Ministry has no cybersecurity experts onboard; their officials and employees are not professionals in cybersecurity and understand very few in this very specific area. 
 The Ministry is not loyal to local cybersec community, ignoring the community’s suggestions on incorrect state policy related to cybersecurity.
In November 2019 Vice-Prime-Minister, Minister of Digital Transformation Mr M. Fedorov stated the following: ‘I think that role of cybersecurity is a bit overstated’: https://cutt.ly/ua4ue3T

Concerning the Project’s team tailored by DAI Global LLC: at least one partner SocialBoost is far from cybersecurity.
We never heard on this company as a local marketplace’s CyberSec player. They have no CyberSec project in their portfolio: http://socialboost.com.ua
Even their web site is not protected by https as a primitive protection practice.
 
Being cybersecurity professionals, we realize how important to help our country to protect itself in cyber, in particular from Russia and especially in critical infrastructure. And we thank US Government for this support. 
 
However, without close cooperation between community, government, private sector, academia, and civil society, such support unlikely to be effective in Ukraine. And we doubt that the current implementation team of the project ‘Cybersecurity for Critical Infrastructure in Ukraine Activity’ will favour productive cooperation on this matter and would create innovative, high quality, effective partnerships.
 
So, in order to make Ukraine more protected from cyber threats, on behalf of Ukrainian Cyber Security Community we call USAID to revise USAID project’s ‘Cybersecurity for Critical Infrastructure in Ukraine Activity’ main beneficiary and implementation partners.
